State of Nebraska Collaborative Agreement

(1997-2008)

Success of the local Collaborative Agreement evolved into a statewide program comprised of the State of Nebraska, City of Omaha, Douglas County, University of Nebraska, Nebraska Health Systems, Omaha Public Schools and the Omaha World Herald. The project has continually exceeded all owner goals and expectations and currently continues its momentum.



Lower Colorado River Authority

(2002-2003)

Completed a comprehensive analysis of contractor technical capabilities and capacities as compared to project opportunities for the fifty plus county region served by the LCRA. Provided program analysis, design and recommendations to facilitate an expanded pool of qualified, bondable and bankable contractors.



City of St. Louis, Missouri

(2000)

Provided an in-depth program analysis and design for the Lambert International Airport Expansion project. Data was collected and stratified for a 12 county region encompassing the St. Louis area to provide recommendations to enhance and facilitate participation by Disadvantaged Business Enterprises.


City of Cincinnati/Parsons Brinkerhoff Ohio

(1998)

A modified project analysis was conducted to assist in identifying biddable contracts for this fast-tracked heavy highway redevelopment project. A legal challenge to the Cityís set-aside goals resulted in the analysis and project profile work becoming instrumental to maintaining participation goals and allowing the project to move forward.



Texas Department of Transportation

(1996-1998)

Bonding assistance services and educational training was provided to Disadvantaged Business Enterprises as part of the Supportive Services Program implemented by the State of Texas Department of Transportation.



City of Omaha Collaborative Agreement

(1996-1997)

Development of a collaborative, multi-entity agreement for public and private sector member entities to participate in a Citywide Bonding and Technical Support Program designed specifically for each member entityís construction projects, designated services and goals and featured custom structured bid specifications and bid conditions.



City of Dallas, Texas

(1991-1995)

Program design, development, implementation and administration for the Convention Center Expansion Project (CCEP) resulted in such a high ratio of success that it paved the way for program expansion on a citywide basis for all construction projects. The program emerged as a model in the nation and was studied by various government entities across the country.



U.S. Department of Transportation

(1987)

A successful completion of tasks related to program development and marketing to sureties established a surety bond program for disadvantaged and women-owned business enterprises, which continues to survive with in-house personnel managing the program.



Southern California Rapid Transit District/
Los Angeles County Transportation District

(1984-1990)

Pioneering development and implementation of one of the nationís premier bond guarantee programs for multi-billion dollar mass transit systems projects.
